Gibbs suspended him because, even after he got out of jail, he failed to show for practice. He has officially been excused for the remainder of the voluntary workouts as a clear message: "we don't want you around until you have to be here and get your act straight, son."

What is Gibbs's number 1 rule? Don't embarrass the team and don't embarrass yourself. 1 he embarassed the Redskins by being in the situation in the first place. 2. he embarassed himself.
