Mora getting fined for using a cell phone.

Can someone tell me why this is against the rules?

You can use a 200 gHz radio headset, instant replay technology, film capture, wired phones on the sideline, etc, etc, etc, but you cant use a cell phone? Why not? Joe Horn got fined for excessive celebration, Mora wanted to get some information to help him coach a game. 2 different circumstances. Mora should have already known, but why the big deal about a phone?

Mora shouldnt have used a cell phone. Like you said "You can use a 200 gHz radio headset, instant replay technology, film capture, wired phones on the sideline, etc, etc, etc", he should have used one of them instead of a cell phone.
