At the time of their championships the Lightning and Hurricanes were not among the top spending clubs in the NHL. In fact the highest spending teams in NY, Toronto, Detroit, Colorado failed to make the finals in any of the past 3 full seasons.
This should be a spur to the Capitals organization and the fans here.
If these clubs could go from the proverbial 'worst' to 'first' in a few years, there is no reason to believe we have to wait 10 years for this team to rebound and build toward contender status.
I believe the recent turn towards building from within and using the draft to overcome the free spending of the high market teams is indeed the right decision.
My only caveat is that I don't want to see that necessary time given over to rebuilding the core turn into the kind of 'years in the wilderness' suffered by teams such as the Bullets/Wizards and Orioles throughout the latter 1980's and 1990's.
