NFL rule changes that help protect players from serious injuries usually receive full endorsements from Dallas Cowboys coach Bill Parcells.

Parcells has not embraced the broadening of the horse-collar tackle penalty.

The original rule, established last year, prohibits players from grabbing the back of the shoulder pads. Under new guidelines, grabbing the inside collar of a jersey will be illegal.

Parcells thinks the rule goes against a defensive player's natural instincts.

"(They're) not trying to be malicious," said Parcells, "but you are trying to tackle a guy.

"Although the intentions are good, some times we try to be too cute (with rules)."

Fatso Parcells is trying to protect the Cowpuke investment (recent contract extension) on the top cheap shot player in the league - Roy "Head Dip in Elephant Azz" Williams. The Horse Collar tackle was named after the Roy "Cheap Shot" Williams for strong reasons. Fatso Parcells is bright enough to recognize that his "Cheap Shot" Roy is not speedy enough to handle some swift running backs like CP or TikiB or BWestbrook.


Roy "Cheap Shot" Williams who was involved in four of the six serious injuries caused by the horse-collar tackle in 2005. Last 2005 season, the Roy "Head Dip in Elephant Azz" repeatedly broke the new "Roy Williams Rule" and getting away with no penalty. If I am not mistaken, Roy tackled Clinton Portis using his patented method above, yet the referee who was watching the rule violation ignored it.

I am hoping the NFL competition committee will enhance the rule by adding that any player who violates the "Roy Williams Rule" will be subjected to heavy personal fine of $35,000 or more. The 15 yards penalty is not enough to deter Roy "Cheap Shot" Williams from stopping someone from scoring a TD.
His "Head Dip in Elephant Azz" reputation for being a premier safety is on the line.

I hope every time we play the Cowpuke, coach Gibbs, coach Byner, and other Redskins coaches will remember to repeatedly remind the referees to enforced the "Roy Williams Rule" strictly with no if or but.

Note: Did anyone notice the shape of Roy's head? His rather wierd head seems to be shoe shine repeatedly by dipping it in some Dallas Zoo elephant's azz. :) :D :laugh:
