NFL rule changes that help protect players from serious injuries usually receive full endorsements from Dallas Cowboys coach Bill Parcells.
Parcells has not embraced the broadening of the horse-collar tackle penalty.
The original rule, established last year, prohibits players from grabbing the back of the shoulder pads. Under new guidelines, grabbing the inside collar of a jersey will be illegal.
Parcells thinks the rule goes against a defensive player's natural instincts.
"(They're) not trying to be malicious," said Parcells, "but you are trying to tackle a guy.
"Although the intentions are good, some times we try to be too cute (with rules)."
