NASHVILLE, Tenn. — Legislation introduced in Tennessee would require death certificates for aborted fetuses, which likely would create public records identifying women who have abortions.
Rep. Stacey Campfield, a Republican, said his bill would provide a way to track how many abortions are performed. He predicted it would pass in the Republican-controlled Senate but would have a hard time making it through the Democratic House.
"All these people who say they are pro-life — at least we would see how many lives are being ended out there by abortions," said Campfield.

So... basically we haven't been keeping track of how many people have had abortions nation-wide? I can see this type of bill passing in the South, and if it creates better records and better stats, good.
I guess the argument against this is... it would make people go outside of the state, back-alley abortions, and it would discourage abortions?

I am alittle surprised that the state didn't keep better records in the past. Even if they were HIPAA compliant.
This isn't going to stop anybody from making their own choices. All it means is that they might change where they choose to go if they choose to do it.

They do. . .from the article.
The number of abortions reported to the state Office of Vital Records is already publicly available. The office collects records, but not death certificates, on abortions and the deaths of fetuses after 22 weeks gestation or weighing about 1 pound.

BTW - would this bill require death certificates for all miscarriages too? What about the morning after pill, would taking one require you to fill out a death certificate?

Yes there is, though you are correct that it's a political thing. I would guess that the state collects numbers on how many and the general information on who is having them, not the specifics. This would allow people (ie.. potential employers) to do a public records search for death certificates related to a specific person, and potentially use it as a black mark against people.

The individual houses passed their versions, and they are now working on combining the two. I should have been more clear when explaining the level of production going on. Its just when you compare to the past few years of one-party rule. Anything looks productive.

The orginal statement was something along the lines of "they got a lot done in the first couple of weeks. this, that, and the other thing WERE PASSED". Well it appears that at least "that" wasn't passed. My original question was "when do the changes take effect"
"Passed" and "being productive and working to push it through" are different in my opinion. How many of the other issues that have "passed" are actually in the "being productive and working to push it through" stage?
Wonder if the Rhino will give Zoony back at least one of his teeth.

From a quick look at the net it seems that "Energy Policy Rollback" and "Prescription Drug Prices" fall more into the "working on it" than "passed it" category.
And my point here is not to bust your chops over it. Just that many times the big announcement is made that "blank was passed" when in reality it is no closer to changing the way things were. And no, I don't fault democrats for this...it is a politician issue.
Zoony may be able to eat again afterall!

It seems that the "Democrats" have not passed any of them. I guess we have to define "Passed". But I view "Passed" as on the Presidents desk waiting for a signature(and accompanying "Signing Statement") or Veto at which point is out of their control. It looks like none of them are at that point yet.(I think it is not an uncommon practice for one house to pass legislation with the knowledge that there is no way it would become law because the other side would not)

I consider it being passed amongst those who voted. If the President delays or vetos the passed bill. Then it doesn't become law, and that's a different story. They never made promises about making the President sign anything.

I think we agree, for the most part at least, on what you are saying here. If the Congress, both Houses, pass a piece of legislation(the same piece) then they have done all they can do. But, and correct me if I am wrong, the Democratic controlled congress has not passed any of this legislation in both Houses and is simply waiting on Presidential action.

WASHINGTON -- House Democrats crossed the finish line yesterday in their race to pass a six-bill agenda in the first 100 hours of the new Congress -- getting there 13 hours ahead of schedule.
From noon, Jan. 4, when the 110th Congress opened, the House had been in session 87 hours when, shortly after 6 p.m. yesterday, it passed the last of the "Six for '06" bills that Democrats promised to deliver within 100 hours of assuming power.
"We have delivered on our promise," Speaker Nancy Pelosi said at a press conference prematurely hailing her party's accomplishment more than two hours before the actual final vote on an energy bill capping the agenda.
Pelosi's "game" clock showed only 42 hours and 15 minutes of the 100 hours had elapsed when the roll call ended on the energy bill, which would reimpose $15 billion in fees, royalties, and taxes on the oil industry.
Pelosi had promised the six-bill, 100-hour drive to voters in the fall. After recapturing a House majority in the November election following a dozen years of Republican rule, Democratic leaders said their clock for measuring the hours would include only those spent directly on the six bills.
How it's counted is irrelevant, House Democrats said.
"No matter how many different ways they want to count it, we made it within our 100 hours," said Majority leader Steny Hoyer of Maryland
Republicans contended the bills were hammered through after Democrats reneged on a campaign promise to let the opposition offer amendments and help shape legislation. Democrats had leveled the same criticism that Republicans, when they held the majority, denied them those opportunities.
"Many of the flawed 100 hours bills either face an uphill battle in the Senate or are destined for a veto pen," said Minority leader John Boehner, Republican of Ohio.
President Bush has threatened to veto two of the bills -- one to expand stem cell research and another to force the government to negotiate the prices of prescription drugs under Medicare. Last year, he vetoed a similar stem cell bill -- the only time he's wielded the veto pen.
All of the bills face change in the Senate, where rules and a much slimmer Democratic majority assure a more prominent role for Republicans.
And the House and Senate would have to agree on the language of any bill before it is sent to President Bush for his signature or a veto.

Listen, when the Democratic that control BOTH congress passes a bill through BOTH houses I will give them credit for it(Credit meaning they passed something, not necessarily they passed something that should be passed). I don't give them credit for passing a different version of minimum wage increase in both houses.

Nothing? If a fetus gets a death certificate, why not count it on the census? Crap, why stop there? Lets give fetuses social security numbers, state ID cards and put their foot and hand prints in the system too. :doh:

NASHVILLE, Tenn. — Legislation introduced in Tennessee would require death certificates for aborted fetuses, which likely would create public records identifying women who have abortions.
Rep. Stacey Campfield, a Republican, said his bill would provide a way to track how many abortions are performed. He predicted it would pass in the Republican-controlled Senate but would have a hard time making it through the Democratic House.
"All these people who say they are pro-life — at least we would see how many lives are being ended out there by abortions," said Campfield.
First off I am not a fan of abortions but should not be able to tell someone they can not have since I am a man. This should ONLY be the womans choice because lets be fair the man can take off, not the woman.
I do think it would be wise to know how many abortions are happening, but not this way this is showing that the fetus is a person, which it is not, it is a fetus etc....

Well if you look at it like that then why just kill fetus' when they are in the womb?crap, why stop there? Lets kill them after their born?(wait,they already do that with partial birth abortion :mad: ) or lets have a right to kill them at 10,12 15 years old?

You forgot requiring all women to submit to monthly ultrasounds, to verify that they aren't suppressing the rights of any Republican talking points, I mean, undocumented citizens.
And a Constitutional amendment that declares that people are citizens if conceived in the US. (Although that last one might at least cut down on the "let's sneak across the border before the baby gets born" thing.) And anther one that says people can vote if conceived 18 years ago.
(We'll also need a Federal law requiring all persons to inform the government, in writing, every time the have sex, including the SSNs of any participants, the date and time, and the location, so that the date of conception can be fully documented.)
After all, no price is too high if it stands in the way of the religious right's quest to make sex as dangerous as possible, because people shouldn't be having sex, anyway.
