Urgent Question: What does this phone call mean?

I just used my cell phone to call my friend (who is female). Some guy picks up and goes, "Hello? Hello?"

Shocked, I didn't say anything and he just hung up. I call my friend back again, and she picks up and says, "What was that? Some girl called from your number and said 'Hello'."

So obviously, I got connected to a third person, and my friend got connected to a fourth person.

How does this happen? Is this normal?

Or does this happen when someone is trying to wiretap your phone calls?

No, but I'm trying to think of a reason this would happen, especially since phones aren't manually connected anymore.

I do know it is fairly easy to make a phone call using somebody else's phone #.

I actually had this happen in my building and it was a wiring issue in the junction box. Anytime someone called my number it rang to a different unit...phone cpmany fixed it quick enough.
