I have Stephen Jackson as my #1, but my #2 position is questionable. I have Thomas Jones @ BAL, J. Norwood @ JAX, and the recently acquired B. Ward vs. GB.
Jones is the best of the three, but being at baltimore scares me.

Ward should be the starter, and he looked pretty good against Dallas, but GB has an underrated defense.

While the Falcons suck, Norwood averaged over 6 yds/carry last week, and Petrino said he plans on giving Norwood more carries this week against a jacksonville defense that let up over 200 yds rushing last week.

Long story short, who should I start and why???

I wouldn't make a decision on Jones unless you hear that the Ravens Defense has had injuries that won't be playing (see Ray Lewis), Even if there are injuries the Ravens are a VERY tough defense. Green Bay's Defense is supposed to be improved, so I wouldn't start Ward Either, that leaves Norwood versus the Jaguars, who looked vulnerable in week 1

I'd go Ward, he looked pretty good yesterday and without Eli i would assume they'll run the ball a fair amount. I would say Thomas Jones but Baltimores defense is too sick.

I agree. I wouldn't make any decisions yet. Of the 3, Jones is the best.

He is, but isn't Jones still hobbles with an Ankle sprain or something? He is hands down the better of those three backs, but matchups are important here too :/
