State Officials Propose 2 Types of Driver's Licenses

The administration of Gov. Martin O'Malley (D) is drawing up plans to issue separate driver's licenses to undocumented immigrants and legal residents to comply with new federal security regulations, a proposal that could become a focus in the debate over illegal immigration in Maryland.
Maryland is designing a plan for thousands of immigrants who have been receiving the same licenses as other drivers without having to prove that they are legally in the United States. Maryland is among eight states that allow illegal immigrants to get licenses.

I was listening to this on the radio yesterday and 1 scenario was brought up.
If i don't need to prove i'm legal i can get a license drive around till i have a couple tickets, get my license suspended and then get a new license.
I then thought about this: You Robert Anderson have 2 DWI's and can't drive, no problem rent a room for 600 in MD and get Robert Gomez license. Your free to drive.
Get hit with another DWI?, dont pay the 10k, Drop your car in S.W. DC with the key in it and get another rental in Jessup and Robert Smith with a 700 HS donated car and start over.
Am i missing something here? A rental agreement and phone bill is a lot cheaper than 10k in legal bills.
