Ray Lewis just intercepted it (HORRIBLE pass BTW), and while returning it, it looked like he pushed the defender out of the way via facemask. Is that allowed?

It's a stiff arm... Unless he grabbed the facemask and yanked it, it's legal.

Yup. Again, as long as he didn't twist the face mask or grasp it. If he had an open palm to the facemask it's perfectly legal :)

open palm is legal for anyone to use. It becomes illegal when you grasp it.
