Default What to do next time?

Looking at these pictures and of all the news reports, this is one of the worst things I have seen in my life. Even after seeing intense poverty in places like Pakistan, I have never seen such a collapse of law and order and civilization so quickly, in a nation like ours

So now the question is, what the hell needs to happen next time a Cat 5 hurricane is bearing down?

As far as I know from this past weekend, the Hurricane took the turn towards NO saturday, and hit early Monday morning. Really not enough warning time to evacuate a city and get prepared for a storm of this capacity.

Also, looking at the videos, we as people are woefully unprepared to do anything when we have a massive loss of technology. Cell phones not working, no power, and a shortage of gas. How do we as people help ourselves without having to resort to guns and violence in the midst of such a disaster? Have we as an American society gotten so soft, fat and lazy that we cannot take care of ourselves without our blackberries or cellphones?

So clearly changes need to be made, both in how the authorities handle such a situation as well as how we as people are ready for this. What do we do next time?
The hotter the heat, the harder the steel, no pressure no diamonds, we compete, we win

We are the next decade of the Washington Redskins

That is a very good question. It did not help that New Orleans is (outside of the tourist area) one of the poorest and most crime ridden cities in the US.

I think bringing in the National Guard immediately as a preeemptive measure may be the obvious solution, albeit rather expensive.
