Not with anything built into the browser. You'd have to find an addon. Trying to keep someone from surfin yer internets? Why not just take the ethernet cord out when you aren't using it?

There are add-ons that do this, and you could also configure the firewall (and password protect it) to block the relevant ports.

The firewall can handle this.Originally Posted by SHANT

one thing you could do (if they aren't computer geniuses, which i'm assuming they aren't since they aren't working with computers) is just go into tools>Internet Options>Connections>Lan Settings... Then check the first checkbox underneath proxy server. in the Address box and port box, type in random numbers. when they go to get on the internet, it won't work. to make it work again, just uncheck the box. its crude, but it'll work.
You can create a separate customized Guest account on the computer. From here, you can go into Add/Remove Programs--Windows Components and delete IE. This will only delete the shortcuts for IE, so if they don't know otherwise, to them IE will appear non-existant.
You can also prevent them from digging around for files on the computer, thus denying them access to the IE executable.
