    Default Continuation of ES dynasty league, rules discussion

    LEAGUE SETUP

    Hosting
    • Fleaflicker will be the site used to host the league.

    Administration
    • League hierarchy will consist of a commissioner and an assistant commissioner.
    • Only the acting commissioner will make any changes within the league, ie. Rule changes, scoring changes, roster changes.
    • If the acting commissioner is unavailable, the assistant commissioner is authorized to make changes.
    • Changes may be made to any rules, scoring options, rosters, etc. During the season, rules changes must be agreed to by unanimous vote. In the offseason, a 2/3 majority (8 out of 12) owners, must vote in favor of any proposed changes.

    Annual Check In
    • All owners must check in during a two week window prior to the NFL Draft to express their desire to continue participating in the league.
    • The deadline for an owner to voice their continued participation will be 11:59PM Sunday night after the NFL Draft concludes.
    • If an owner has not checked in by the deadline, their team will be put up for new ownership as outlined below.

    Owner Replacement
    • If an owner chooses not to continue to participate in the league, a new owner will be chosen using the process outlined below.

    1. The Commissioner (or his designee) will post in both the Tailgate and Fantasy sections of the ES message board. The post will highlight the dynasty aspect of the league, announce the availability of a team in the league, direct potential applicants to the league thread for general information, explain the process, and invite those that may have an interest to submit a reply stating such.
    2. Current members of the league may (but are not required to) select one applicant to "sponsor". The member will notify, via PM, the applicant and will then request any pertinent information which will be presented to the league for evaluation.
    3. Once each member has presented his applicant to the league, a vote will be taken. Each member will rank the applicants on a sequential scale of 1 to X (x = the amount of total applicants), 1 being the lowest/worst ranking all the way to X being the highest/best ranking.
    4. Each member will submit, via PM, his ranking to the Commissioner and co-Commissioner for tallying and verification. The applicant with the highest cumulative total rank will be invited to join the league.

    • The only steadfast requirement for participation in the league is that all members must maintain an account on the ExtremeSkins message board.
    • We will be using a "sponsorship process" whereby, each league member may sponsor one (1) applicant to be considered for entry into the league.
    • In the event that more than one team becomes available in a given year, the application process will proceed as outlined above with the available ownership slots given out to the applicants with the highest total ranks.
    • Once the applicants have been chosen, the new members will notify, via PM, their team preference to the Commissioner.

    1. If each new member has different available team preference, the teams will be given to each owner per their request.
    2. If more than one applicant lists the same team preference, the new member with the higher cumulative total ranking will be given his preferred team first.
    3. If the new member decides that he does not want the assigned team, the next highest ranked applicant will be offered the team.

    • Once the teams have been assigned, the Commissioner will notify, via PM, an ES mod to request the deletion of the previous owners team post in the league roster thread.

    • The new owner(s) will then make a new post at the end of the roster thread with their team name and current roster.

    ROSTERS

    Roster Size

    • In-season rosters consist of thirty-eight (38) slots: thirty (30) slots for active players, five (5) slots for the practice squad, and three (3) slots for the injured reserve.
    • Off-season rosters consist of forty-eight (48) slots: forty (40) slots for active players, five (5) slots for the practice squad, and three (3) slots for the injured reserve.
    •There will be two series of roster cuts prior to the start of the regular season. Owners must cut their rosters to thirty-five (35) players by the day before the opening kick-off of NFL preseason. Owners must cut their rosters to thirty (30) players by the day before opening kick-off of the NFL regular season.

    Starting Lineup

    • The starting lineup will consist of the following positions:
    • QB (1)
    • WR (1)
    • RB (1)
    • WR/RB (1)
    • WR/TE (1)
    • RB/TE (1)
    • TE (1)
    • K (1)
    • DL (2)
    • LB (2)
    • DB (2)

    Roster Thread

    • The roster thread will act as an up-to-date resource for the players belonging to each team. The thread will consist of ONLY thirteen posts. The first will be a list of all the rules pertaining to the league. The remaining twelve (12) posts will be made by each owner. Each post will list the team’s active roster, injured reserve, and practice squad. The post may also contain a list of the owners future draft picks and any players that the owner wishes to have on the trading block.

    • Upon signing a free agent, making a successful trade, or relegating a player to the Practice Squad, all owners should update their roster posts in a timely manner.

    Injured Reserve (IR)
    • Each owner is allotted three (3) IR slots. These will be distinct from both the Practice Squad and the active roster. Players eligible for the IR include every player on the team’s active roster and Practice Squad. A player may be placed on the IR even if the player is not injured in the real NFL. However, all players put on IR during a particular season will not be able to be activated to the active roster again until said season has concluded.
    • At the end of the season, week 18, all players on IR will automatically move to the expanded active roster.
    • Players on IR are not eligible to be claimed by other teams at any point.
    • A player may be traded from the Injured Reserve. (NEW)
    • A player may be placed on IR during the off-season, but in doing so, the player is no longer eligible for the upcoming season. Ideally, this should only be used in instances like LaCharles Bentley or Philip Daniels getting hurt opening day of training camp.
    •A player MUST FIRST be signed to from free agency to the active roster BEFORE being played on IR


    Ineligible Injured Reserve (IR) Players

    • If it is pointed out to and owner, via PM, by any league member that there is an ineligible player(s), the owner will have 48 hours to fix the issue. If the problem is not fixed in the allotted time, the ineligible player(s) must remain inactive for a minimum of 6 games. If the ineligible player issue becomes a reoccurring one (more than twice), then the ineligible player(s) shall remain as such for the remainder of the season. The ineligible player(s) may be traded during the season, but if league members feel that the offending manager receives too much compensation for the ineligible player(s), the use of the trade veto button is encouraged.
    • If an owner plays a game using an ineligible player(s), the owner will forfeit the game. The owner will also have the fantasy points scored by the ineligible player(s) removed from the box score, regardless of the outcome of the game.
    • Players on IR are not eligible to be claimed by other teams at any point.
    • A player may be placed on IR during the off-season, but in doing so, the player is no longer eligible for the upcoming season. Ideally, this should only be used in instances like LaCharles Bentley or Philip Daniels getting hurt opening day of training camp.
    •A player MUST FIRST be signed to from free agency to the active roster BEFORE being played on IR


    Injured Reserve (IR) Management Penalties (NEW SECTION)

    • Once a player has been placed on Injured Reserve, he cannot be placed back onto the active roster or moved to the Practice Squad for the duration of the season.
    • The penalty for moving a player from the IR to the active roster or PS is as follows:

    1. The player will be cut and placed in the Free Agency pool.
    2. The offending owner will lose the next 1st Round draft pick. If more than one 1st Round pick is owned, the highest pick will be forfeited. If no 1st Round picks are owned for the following two years, the highest pick owned will be forfeited.

    Practice Squad (PS)

    • Each owner is allotted five (5) PR slots. These slots are allocated for first- and second-year players ONLY. All other players must be kept on IR or the active roster.
    • One stipulation for the PS is that if a rookie has been on the active roster for the entire year, he is no longer eligible for the PS the following year, even though that player is only in his second year.
    • Players may be activated from the PS to the active roster at any point during the season. If an owner has a full roster, then a player must be cut from the active roster to make room for the player from the PS. Thus, activation of a player from the PS may result in cutting a player originally on the active roster.
    • Additionally, first- and second-year players originally on the active roster may be placed on the PS at any time during the season. Thus, a player on the PS may be activated to the active roster and be replaced on the PS by any first- or second-year player from the active roster.
    • At the end of the season, week 18, all second-year players will be automatically moved to the expanded active roster. All first-year players who still meet the PS eligibility requirements can remain on the PS.
    •A player MUST FIRST be signed to from free agency to the active roster BEFORE being played on the PS

    Practice Squad (PS) Management Penalties (NEW SECTION)

    • The penalties for having an ineligible player on the Practice Squad are as follows:
    1. First offense receives a warning. *The warning may come in the form of another owner pointing out the ineligible player. A post by another owner in the league discussion thread regarding the ineligible player constitutes a warning.
    2. On the second offense, the player will be cut and placed in the Free Agency pool. The offending owner will lose the next 1st Round draft pick. If more than one 1st Round pick is owned, the highest pick will be forfeited. If no 1st Round picks are owned for the following two years, the highest pick owned will be forfeited.
    3. On the third offense, the league will consider the offending owner's removal from the league. If the league determines the owner cannot adhere to the rules, the owner will be stripped of the team and a replacement owner will be found. If the league decides to now remove the owner, the penalty will be the suspension of that owner's use of the Practice Squad for at least one full season, ie. the remainder of the season in progress and the entire following season.

    • Game day related issues:
    1. An ineligible player MUST be placed on the active roster following a warning.
    2. If an ineligible player goes unnoticed by the league and is later found to have been on the Practice Squad then moved to the active roster for use on game day, the penalties are as follows:

    1. The owner will forfeit all games in which the ineligible player was used.
    2. All points accumulated by the ineligible player will be deducted from the team total for the game(s) in which the ineligible player was used.
    3. If the deduction of the points accumulated by the ineligible player is not enough to cause the owner to lose the game, additional points will be deducted to ensure that the offending owner loses by at least one (1) full point in the box score for all games forfeited.

    PLAYER SIGNING

    Free Agency
    • At the end of the regular season, week 18, all players not on an active roster, IR, or PS, will be locked, preventing any signings from taking place. A date will be determined by the commissioner and voted on by all the owners, at which point, all players will be unlocked and available on a first-come, first-serve basis.
    • When signing a FA, an owner must check the roster thread to see if the targeted player is on any other owner’s practice squad. If the target is on another practice squad and it is during the season, then a PS claim must be made (see below).

    Waivers
    • The order goes from worst to best. So the team with the worst record gets the first waiver claim. The team with the 2nd worst record gets the second claim, and so on.
    • The order is determined by the ranking system in Fleaflicker, so any teams with the same record will be sorted out by the tiebreakers in Fleaflicker.

    Practice Squad
    • Players on the PS are eligible to be signed by other teams ONLY during the regular season. To make a claim on a PS player, an owner must post their claim in the Fleaflicker message board with “PS CLAIM:” in the title of the post. Multiple claims made on the same player will be awarded to the owner making the first claim, which will be judged by the time stamp on the message board post.
    • Once a claim is made, owners have 48 hours to respond to the claim. That deadline may be extended by the claimer, if he so chooses, and should be documented in the thread under where the initial claim is made.
    • Claims can be made from the time rosters unlock on Tuesday morning until 11:59 PM on Thursday night. This is to insure that the 48 hour response time will end before the rosters lock on Sunday.
    • Only one PS signing may take place per team per year. Once signed, the player MUST remain on either the active roster or IR of the signing team for the remainder of the season.
    • The deadline for proposing PS claims will be Thursday of Week 13. This is to ensure that any successfully claimed player will be on the roster for the Week 14 game.
    • If the signed player is a first-year player and has not served the entire season on the active roster, then he is eligible for the PS the following season. Otherwise, he is ineligible.
    • Signed players may be deactivated to the IR, at which point the will follow the rules outlined in the IR section above.

    Practice Squad - Owner Options
    • If a claim is made on a player from a team’s PS, that owner has four options.

    1. He can activate the player off his PS to his active roster. No reverse compensation, following the rules below, will be awarded to the team attempting the claim.
    2. He can leave his player on his PS. BUT he must reward the claiming team with reverse compensation following the points per game rules described below.
    3. He can allow the claiming team to sign his PS player and will receive compensation at the end of the season from that team following the points per game rules below.
    4. He can allow the claiming team to sign his PS player and at the end of the season he may reclaim the player. No compensation of any form will be given.

    • In options 2, 3, and 4, an ‘ * ’ will be placed beside the players name in the roster thread. That player will be off limits to any trades for the duration of the season following the successful claim.
    • In options 3 and 4, at the end of the season, the original owner will have the choice to receive compensation or the player returned to him.
    • Compensation and reverse compensation will follow the scale below. A players’ points per game average will be determined by taking the total number of fantasy point and dividing by the number of games played. (note that fractional points will NOT be rounded).

    1. 0-6.99 points per game: 3rd round pick
    2. 7-12.99 points per game: 2nd round pick
    3. 13+ points per game: 1st round pick

    Trades

    • All trades will be announced and confirmed in the trade thread. Trades should NOT be posted in the discussion thread. (NEW)
    • Trades will be processed by the commissioner as soon as he is notified by both trading parties. This means that the trading owners will be able to utilize the players immediately.
    • In the event that a trade is considered objectionable, other owners will have 24 hours to contact the commissioner and voice their grievances. If a majority of owners contact the commissioner, the trade will then be put on hold and a public dialogue will take place on the league message board provided by Fleaflicker.
    • After a 24 hour period with no objections all trades will be considered final.
    • The deadline for proposing trades will be Week 12 of the regular season. Trades will then be reopened at the conclusion of the season. (Updated)
    • Only draft picks from the current season and the season immediately following may be traded. It remained the current season until February/March when the Fleaflicker preseason opens up. Example: during the 2008 season, only picks from the 2008 and 2009 seasons may be traded. When be switches to the 2009 preseason around February/March, then picks from the 2009 and 2010 seasons may be traded.

    DRAFT

    Initial Draft and First Rookie Draft

    • A twenty-four (24) round draft will take place at a time determined by the commissioner and approved by a majority of owner’s votes.
    • The draft will be serpentine in order (the owner of the 1st pick in round one will have the 12th pick of round two, etc). The first rookie draft will serpentine as well and will be in the reverse order of the initial draft (the owner of the 1st overall pick in the initial draft will have the 12th pick in the rookie draft).

    Rookie Draft
    • After the first rookie draft, all subsequent drafts will NOT be serpentine. The draft order will remain the same for each round (if you have the 1st pick of round one, you also have the 1st pick of round two).
    • Draft order will be determined by the Fleaflicker final standings. The draft order will be from worst to first.
    • Draft pick trading is permitted.
    •At the conclusion of the rookie draft, owners have until the end of the preseason to sign their rookies. At that point, any rookies not on their owner’s active roster, IR, or PS will be placed into the free agency pool.

    SCHEDULE
    • The regular season schedule will be determined randomly by the league hosting site. The regular season will utilize head-to-head scoring to determine game winners. There will be no provision for regular season tie-breakers.
    • Final regular season standing and playoff seeding will be determined by W/L record. In the event of a tie at the end of the season, the tie-breaker will be total points scored for the entirety of the season.
    • Playoffs will also use the head-to-head scoring to determine the winner of all games.

    LEAGUE SCORING

    Passing Rules
    • 1 point for every 25 Passing Yards
    • 2 points for every Two-Point Conversion Passing
    • 6 points for every Passing TD
    • -2 points for every Interception

    Rushing Rules
    • 1 point for every 10 Rushing Yards
    • 2 points for every Two-Point Conversion Rushing
    • 6 points for every Rushing TD

    Receiving Rules
    • 1 point for every Catch
    • 1 point for every 10 Receiving Yards
    • 2 points for every Two-Point Conversion Receiving
    • 6 points for every Receiving TD

    Kicking Rules
    • 3 points for every FG Made
    • 4 point for every FG between 40 and 49 yards
    • 5 points for every FG between 50 and 99 yards
    • 1 point for every XP
    • -1 point for every XP Missed
    • -1 extra point for every FG Missed of 30 or less yards

    Returning Rules
    • 1 point for every 25 Kick Return Yards
    • 6 points for every Kick Return TD
    • 1 point for every 10 Punt Return Yards
    • 6 points for every Punt Return TD

    Other Rules
    • -2 points for every Fumble Lost

    Defense Rules
    • 1 point for every 2 Assisted Tackles
    • 1 point for every Solo Tackle
    • 2 points for every Interception
    • 2 points for every Sack
    • 2 points for every Fumble Recovered
    • 2 points for every Safety
    • 6 points for every Defensive TD
    • 3 points for every XP Blocked
    • 3 points for every FG Blocked
    • 3 points for every Punt Blocked

    D/ST Rules
    • 2 points for every Interception

    6. Vote for 4 teams to make champs bracket, am open to having consolation divisions.
    7. Would prefer head to head matchups instead of total points

    Other notes:

    League approval should be required for trades
    Waiver wire should start out in opposite draft order then change based on team position at the start of the week. What is the Yahoo standard on this?

    5. Rookie Draft. We need to decide whether we want to have one draft now, and then a second one after the NFL draft for rookies, or whether to wait for our draft to start after the NFL draft, and then just have one big draft. If we choose to have two separate drafts, we'll need to figure out the draft order for rookies.

    6. Number of teams in the playoffs. I'm a fan of only the top 4, 33% making the championship bracket. If we want, we can put teams 5-8 into a consolation bracket, and teams 9-12 into the Bruce Coslet bracket so everyone can still play through week 16.

    7. Matchups. I think this goes without saying, but I'd prefer a head to head matchup each week rather than a total points system.

    I think that's enough for now. The other 11 of you, please post responses agreeing/disagreeing. Make sure you make your viewpoint clear so I can keep track. Majority will rule on toss-ups.

    1. no league approval on trades. Commish review if enough owners petition but the trading owners should have latitude to run their teams as they see fit and the only gripe should be if suspected collusion is involved.

    No worries concerning waiver priority and stuff like that. I'm proposing the rules in sections instead of all at once. We'll get to everything in the end. I figure if we have questions about the current set of proposed rules, we can hammer it out and then move onto the next section.

    2. Agree that we should not use both a team D and 3 IDP's. I'd vote for the 3 IDP's.
    3. 24 is fine with me
    4. Serpentine draft order would be my preference.
    5. I'd prefer one big draft as opposed to a draft now and then another in April/May.

    are we doing a PPR in this league (point per reception)? If not i think we should consider it. PPR is becoming very popular and imo is much better then non-ppr.

    6. If it's a 12 team league, I actually like 6 teams to make the playoffs, with the top two having byes in the 1st round. But if the majority likes 4 teams to make it, i have no gripes with that.
    7. I too, would prefer head to head matchups instead of total points.

    I think we have 8 that have chimed on these items. Not sure how much time Pho is going to give for folks to respond, but the genesis behind this is to get some dialogue going find out who really wants to be in the mix.

    fyi if we get some people who "drop out" or don't participate very often i have a friend who is dying to get in on this. Obviously we are full as of now, but if anything opens up i have a fantasy football addict interested in joining.

    My votes:

    1. Yahoo
    2. Positions posted are great with me.... I would prefer 3 IDPs as well
    3. Agree with 24 total team spots
    4. Agree with serpentine draft and using randomizer
    5. As much as I hate to wait, because I miss FF already.... I think we should wait until after the draft and then have our draft.....
    6. 4 teams make playoffs is good.... I strongly vote for a consolation braquet, because it just makes the season go longer.. you arent playing to win the league but at least you are still active and involved.....
    7. Head to head is the only way to go IMO...
