Lets say your deadline is 3pm, and the person befores you makes his selection at 11:30am since his deadline is 12. You can make your pick anytime between 11:30am and 3pm. But we are not having floating timelines this year

I'm fuzzy, but I think that's the time you go on the clock... the next time is your deadline so you have a window of time to do any last minute research
