Moratorium on law enforcement drone use clears Senate panel, nears OK in House

RICHMOND — A measure that would put a two-year moratorium on drones in Virginia while lawmakers work to craft regulations for use of the unmanned aircraft cleared a Senate panel Monday and is headed for a final vote in the House on Tuesday.

Del. Benjamin L. Cline(R-Rockbridge), sponsor of the House version of the bill, said Monday that time is needed to study the best ways to balance public safety and privacy concerns with the new technology.

Holder: No drone strikes on Americans in US, except in 'extraordinary circumstance'

The Obama administration has no intention of carrying out drone strikes against suspected terrorists in the United States, but could use them in response to “an extraordinary circumstance” such as the 9/11 terror attacks, according to a letter from Attorney General Eric Holder obtained by NBC News.

Sen. Rand Paul, R-Ky., who received the March 4 letter from Holder, called the attorney general’s refusal to rule out drone strikes in the U.S. “more than frightening.”

The letter from Holder surfaced just as the Senate Intelligence Committee was voting 12-3 to confirm White House counterterrorism adviser John Brennan to be CIA director. The vote came after the White House agreed to share additional classified memos on targeted drone strikes against U.S. citizens overseas.

The FBI is investigating a pilot's report of an unmanned drone in the skies near a major New York airport.

A pilot with Alitalia told air traffic controllers at John F Kennedy airport he saw a drone about three miles (4.8km) from a runway on Monday.

The pilot estimated the drone was flying about 1,750ft (533m) high and came within 200ft of his aeroplane.

The US Federal Aviation Administration (FAA) said the pilot did not have to change course and landed safely.

"We saw a drone, a drone aircraft," the pilot can be heard saying in a recording of his conversation with air traffic controllers captured by LiveATC.net.

In later radio communication with other pilots, air traffic controllers described the aircraft as small and black, about 3.3ft (1m) wide, with four propellers.

"The FBI is asking anyone with information about the unmanned aircraft or the operator to contact us," said FBI Special Agent in Charge John Giacalone.

"Our paramount concern is the safety of aircraft passengers and crew."

Planes matching the pilot's description are allowed to be flown by hobbyists, but under FAA rules they may not fly at altitudes higher than 400ft.

New clothing line will make you invisible to drones

    New threads called Stealth Wear

New York artist and designer named Adam Harvey came up with the new gear.

The Items are made from special metal fibers that reflect heat. That makes it harder for drones to spot anyone through thermal surveillance. In order to make the items more comfortable Harvey is lining them with silk.

Harvey said he was inspired to make the clothes after he bought a thermal camera and began experimenting on what would block the heat signature. Along with designer Johanna Bloomfield and her company Primitive London they have begun to maket the clothes.

Drones over America: How unmanned fliers are already helping cops

    http://www.nbcnews.com/technology/te...cops-1C9135554

It was getting dark, and the sheriff of Nelson County, N.D., was in a standoff with a family of suspected cattle rustlers. They were armed, and the last thing anybody wanted was a shoot out.

U.S. Customs and Border Protection, which monitors police radio chatter, offered to help. Their Predator was flying back to its roost at the Grand Forks Air Force base and could provide aerial support. Did the sheriff want the assist?

    Yep.

"We were able to detect that one of the sons was sitting at the end of the driveway with a gun. We also knew that there were small children involved," Sheriff Kelly Janke told NBC News, remembering that tricky encounter in the early summer of 2011. "Someone would have gotten seriously injured if we had gone in on the farm that night." He decided to wait.

The next day, the drone gave them an edge again by helping them choose the safest moment to make a move. "We were able to surprise them … took them into custody," Janke said. They also collected six stolen cows.

Rodney Brossart, the arrested farmer, sued the state, in part because of the cop's use of a drone. But a district judge ruled that the Predator's service was not untoward.
