This is in the neighborhood I just moved back from. That part of Shibuya has all kinds of sex shops and hookers and strip clubs and love hotels and clubs. The funny thing is paying for sex is technically illegal, but everything else is fair game (not that it stops them, but almost all of them only cater to Japanese people, ones with other types of Asians usually cater to foreigners). Japan loves to skirt rules, same goes for gambling, it's technically illegal, yet there are pachinco parlors everywhere. You exchange your "winnings" which is usually a card or colored block, take it around the corner and sell it for actual cash.

I think I'm starting to know more about this than I should lol. The red light districts are the most fun to hang out in, they have all the good bars and clubs. Oh and you really do see Yakuza in these areas all the time.

I love that episode too lol. To be fair, I bet this bar fits 6 people tops in it. Bars in Tokyo are crazy small. I've seen some that fit 2-3 people only.
