Are you sure? Green Bay posted a record of 6-10 in 1990, then 4-12 in 1991, then 9-7 in 1992. Reggie White signed with them in that offseason. Their record in 1993? 9-7. In 1994? 9-7. Though they did get a wildcard berth both times, they lost to Dallas each season in the playoffs. They didn't break the 10 win mark until 11-5 in 1995, Reggie White's 3rd season with the team, and lost again to Dallas, before finally breaking through in 1996. Now true, Brett Favre was starting to emerge when Reggie White signed with the team, but a 19-29 mark the three prior seasons, and then 18-14 the next two, hardly sound like they were far better suited to winning the Super Bowl, especially when you consider that Washington had just won the Super Bowl in 1991. Now it's true that D.C. fell off a cliff for awhile after 1992, but I don't know that White would have had that kind of foresight.
Also, remember that this isn't about good teams, it's whether the most dynamic players can attract other top talent on their own, the whole premise of the thread. The top dynamic players back then were people like Steve Young, Jerry Rice, Emmitt Smith, Barry Sanders. White didn't sign with any of those teams. To my memory, the Packers back then had an emerging Brett Favre and Sterling Sharpe, who might have qualified. But Favre wasn't there yet.
Greg Jennings, Mike Wallace, Dwayne Bowe and Wes Welker are all free agents after this season. Amazing stuff if you look at the talent that will be available this offseason. I wonder of that had effect on Mara's cap penalty.

I'd presume the biggest impact would be on pass catchers and that they'd stick to younger players in their 20s. Specific to the upcoming FA class assuming they don't resign before free agency starts

Mike Wallace -- he seems to be primarily driven by money based on his rhetoric at least this year as a restricted FA. 26 will be 27 at the start of next season.
Dwanye Bowe -- can be a head case wonder if they pursue him? will be 29 next year
Danny Amendola -- injury prone this year but he killed us in our game, will be 28 next year
Josh Cribbs -- will be 30 next year so might be too old. Local guy. Replace Banks with someone better both as a returner and gadget player

Fred Davis -- do we resign him, he's coming off of a real bad injury that typically does affect player performance
Jared Cook -- 25 so his age is a plus, big size, red zone threat
Heath Miller -- he's 30 so might be too old for them, big time blocker which Shanny seems to put a premium, reliable hands

Let's not forget we have an $18 million cap penalty to contend with and plenty of holes. I wouldn't count on anything too "top flight". We need improvements in a lot of places.
Money is and always has been the biggest factor, but there are enough examples of players picking one team over another because of high profile players (or coaches) for it to be a tiebreaker somewhere down the line.
Garcon chose us over San Diego because of RGIII.

I have to imagine that if you've got two teams offering the same amount of money, and one has a struggling or older QB, and the other has a dynamic young player, you have to weigh that at least a little bit.
I'm not saying it'll happen all the time, or even often, but if you can win a tiebreaker on one high level FA once every couple years, it definitely gives you an edge. Imagine if we hadn't had the penalty and offered the same deal Winston got in KC for him to come here. We can't say for certain what would have happened, but I'd say there's at least a decent chance he chooses us and RGIII over them and Cassel (unless he was basing his idea on Jamaal Charles, in which case, the jokes' on him).

I didn't even know this was something that people were thinking. Was that ever the case? In a sport without guaranteed contracts and injury risk being what it is, you're not gonna see a whole lot of that. It's about getting paid in this league. There's too much risk to be leaving money on the table. Get what you can get when you can get it. That's why I never have a problem with NFLers making decisions based on the money.

Ugh why are people even suggesting that we need to spend money on wr's. Our defense is clearly in need of some replenished talent. If we're going to add some wr's atleast wait two years till the cap penalty is gone, santana is retired and we can see what we got with aldrick,leonard and niles
My hope is that if we are stuck with the Cap hit next offseason, Robert and Dan can persuade people to take one on the chin year one to the tune of vet min + major incentives.... then year 2-5 they will get the money whatever FA we try to sign deserve.
