There's no doubt in my mind, that Goodell, Mara and the members of the competition committee have a deal behind closed doors with the Redskins. Instead of "giving" salary cap mony back, they clearly asked what free agents they would be targeting and sent a memo out to all teams that they are OFF LIMITS to sign. Thus we'll get our big name guys while "maneuvering" our "cap" numbers.
