So it can't be a big giant rocket until it proves capable of launching a monkey into space? Is the monkey equivalant to a warhead in these tests?

The monkey and the implication that Iran is just developing a peaceful space program is just a smoke screen. If they wanted to do space exploration and science they could do it cheaper and better by letting Russia do the lifting. Launching a monkey into space is just an excuse to further develop their rocket program.
